Why both keep hard requirements apart
Some requirements are conditions, not preferences: a licence, a registration, a legal right to work. Treating them like ordinary keywords would either hide a real barrier or make a manageable gap look fatal. Both tools show them separately so you can see which gaps are about wording and which are about eligibility.
